On innovation information, knowledge and understanding

This study focuses on innovation information and knowledge in innovation activities and policies. Measurement problems, innovation modes and hierarchy of data, information and knowledge are first discussed. The empirical part focuses on how innovation information and knowledge were defined and understood in strategy and policy documents. Altogether 250 documents were retrieved from the Internet. The study confirmed that, despite some positive changes, data collection and documents still reflect a narrow, science- and technology-oriented view of innovation, mainly concerning the private sector. The study contributes to improving the information basis for decision-making concerning innovation policy and activities. The results may also help in improving interaction in science communication.
